Subject: Mandatory Training Requirements in the CACFP
Effective: October 1, 2001
Sponsors participating in the Child and Adult Care Food Program must comply with
the annual mandatory training requirements as prescribed by Special Nutrition
Programs (SNP). A sponsor's failure to do so constitutes a program noncompliance
and makes the sponsor subject to adverse action, up to and including termination.
Effective October 1, 2001, if a sponsor fails to comply with the annual mandatory training requirements for the previous CACFP Program Year, the contractor will be:
The vendor/payment hold will be released when the sponsor attends the make-up training session in November. Claims for service months through the end of the previous CACFP Program Year (September 30) will be processed as usual. The sponsor is to continue to submit their October claim for the new CACFP Program Year; however, SNP will withhold payment pending the sponsor's attendance at the make-up training session in November. SNP will not pay advance payments until the sponsor has accomplished the required corrective action.
If a sponsor fails to attend the make-up training session in November, SNP will terminate the sponsor's agreement to participate in the CACFP effective November 30 of the current CACFP Program Year and will submit a recommendation to place the sponsor on the National Listing of Seriously Deficient Institutions. Sponsors will have the right to appeal this action.
SNP notifies sponsors of the annual CACFP training requirements in writing. SNP Training staff also notify sponsors in writing of the training sessions scheduled during the CACFP Program Year.
NOTE: Failure to comply with the annual mandatory training requirements will not affect or delay the processing of the sponsor's application to continue participating in the CACFP.
The need to conduct additional mandatory training sessions addressing a specific topic may arise during a program year. Participation requirements will be addressed independently with the written notification of such additional mandatory training sessions.
