Subject: Family Subsistence Supplemental Allowances (FSSA)
This Notice is being sent to you in case you receive inquiries from Commodity Supplemental Food Program (CSFP) applicants or participants regarding their receipt of Family Subsistence Supplemental Allowance (FSSA) payments.
The Floyd D. Spence National Defense Authorization Act of Fiscal Year 2001 (Public Law 106-398) requires the Department of Defense (DOD) to pay certain low income service members and their families a FSSA payment of up to $500 a month so that the families will not have to rely on food stamps. DOD began making FSSA payments to eligible service members in May, 2001. The FSSA payments are being reported on service members' earnings statements along with their regular earnings.
Service members may be receiving both food stamps and FSSA payments at the same time. In addition, service members may receive FSSA payments and CSFP benefits at the same time if they meet all CSFP program requirements.
FSSA payments are considered income to the household and CSFP applicants/participants should include FSSA payments in the total gross income reported for their households on the Commodity Supplemental Food Program (CSFP) - Application for USDA Commodities.
